Government digital-twin modeling

Five-layer institutional simulation, counterfactual policy bundles, propagation analysis.

Summary

Five-layer government digital-twin methodology covering 263 entities across institutional graph, policy domains, legal frameworks, committees, and peer-country comparisons. Built for ministries, central banks, and multilateral country teams designing or evaluating policy bundles.

What we do

Digital-twin modeling answers a class of question that single-equation reduced-form work cannot: what happens when a bundle of policies, each with its own transmission channel, lands together. The Aegis 5-layer methodology models the institutional graph (ministries, agencies, oversight bodies), the policy domains (macro, fiscal, monetary, trade, labor, sectoral), the legal frameworks (which rules constrain which actors), the committees (where decisions are made), and the peer-country comparisons (what equivalent bundles produced where).

Engagements deliver scenario simulations of policy reform packages, counterfactual comparisons against peer countries, propagation analyses across institutional channels, and committee-level decision-flow diagnostics. The methodology is calibrated for finance ministries, central banks, and multilateral country teams that need to model bundles, not single levers.

Methods

  • Five-layer institutional graph modeling
  • Policy domain transmission channel mapping
  • Counterfactual policy bundle simulation
  • Peer-country baseline matching
  • Committee and oversight workflow modeling
  • Cross-domain propagation analysis
  • Scenario branching and sensitivity
  • Stress propagation under named macro shocks

Public data partners

  • World Bank WDI (Sisyphus, Hercules)
  • IMF WEO, FSI, GFS
  • OECD STAN, government statistics
  • Country-specific budget and treasury data
  • Legal database (per engagement)
  • Aegis 18-layer applied economics framework

Deliverables

  • Country digital-twin scenario simulation
  • Policy bundle counterfactual report
  • Cross-channel propagation diagnostic
  • Committee workflow and decision-flow diagnostic
  • Twin maintenance retainer (quarterly refresh)

Sample engagements

  • Tariff reform bundle simulation for a developing country finance ministry.
  • Energy transition bundle counterfactual for a regional development bank.
  • Fiscal consolidation propagation diagnostic for a central bank research department.
  • Twin build and maintenance for a multilateral country team.
