Multilateral and government

Policy impact analytics and digital-twin modeling for World Bank, IMF, ADB, IFC, central banks, and finance ministries.

Framing

Multilateral institutions, central banks, and finance ministries have research departments that produce the public-good economic analysis the global system depends on. They engage external work for two reasons: capacity in periods when internal teams are saturated with operational demands, and methodology depth in areas where the institution is thin (causal inference, computational economics, or cross-domain digital-twin simulation).

This consultancy is calibrated to both. The Aegis platform's 18-layer applied economics framework, the EconAI causal inference toolkit's 12 estimators, the Sisyphus and Hercules WDI warehouses, and the 5-layer digital twin methodology for government simulation are all available as engaged work. Recent and pending work themes align with the multilateral agenda: trade and tariff policy, food security, energy transition financing, labor market diagnostics, and AI for research productivity inside large institutions.

Engagement formats include named studies, technical assistance missions, and platform licensing for institutional research teams.

Decisions we inform

  • Quantifying causal impact of a planned policy intervention before commitment.
  • Building counterfactual scenarios for a country's macro or sectoral trajectory.
  • Designing digital twin simulations of policy bundles across institutional layers.
  • Stress testing a country's debt sustainability under named macro scenarios.
  • Producing reproducible cross-country panel diagnostics for thematic reports.
  • Embedding causal-inference and AI tooling inside an institutional research team.

Named offerings

Policy Impact Evaluation

Pre-analysis plan plus identification, estimation, and bounds for a defined policy intervention. DiD, RDD, synthetic control, double ML as appropriate.

Country Digital Twin

5-layer digital-twin simulation of a country's policy environment. Useful for scenario planning, shock propagation, and counterfactual policy bundle modeling.

Cross-Country Diagnostic Pack

Reproducible panel diagnostic report leveraging Sisyphus, Hercules, and the Argus risk modules across a defined country grouping and time window.

Tooling Capacity Build

Twelve to twenty week embedded build of a causal-inference and analytics stack inside an institutional research team. EconAI plus bespoke modules.

Technical Assistance Mission

Standard short-form TA engagement: scoping, data audit, methodology workshop, and one bespoke applied study.

Sample questions

  • We are evaluating the impact of a national social transfer program. Build the pre-analysis plan and the staggered DiD identification.
  • Our country team needs a debt sustainability scenario set under three named global rate paths. Build the panel and the simulation.
  • We want to embed a causal-inference toolkit inside our research department. Walk us through what a 16-week build looks like.
  • Build us a cross-country diagnostic on real wage trajectories in 25 LMICs over the post-pandemic period. Reproducible package required.
  • Run a digital-twin simulation of a tariff reform bundle for our member country, with shock propagation across budget, BOP, and labor.
